Hamer, 25, would cost £10million-plus after signing a new deal at Coventry in March.
But a Premier League move could turn his head.
Hamer joined Coventry in 2020 from Dutch side PEC Zwolle and has played 85 times in total for the Sky Blues.
The midfielder was an ever-present last season as he helped Coventry to a 12th-place finish in the Championship.
Hamer chipped in with three goals and 10 assists in 39 outings in the second tier.
Fulham are also interested in Luka Milivojevic, 31, and are willing to pay Crystal Palace a small fee.
Boss Patrick Vieira is happy to keep the popular Serb although he may be dropping down the midfield pecking order.
The Whites have already signed midfielder Joao Palhinha this summer from Sporting Lisbon in a deal worth £20million.
