WEST BROM want a fee for Republic of Ireland forward Callum Robinson and that is holding up a return to Preston.
Steve Bruce will let Robinson leave but Baggies are keen for a sale.
North End are more interested in a loan deal for the season.
Robinson has had four separate spells at North End in his career with three of those being on loan from Aston Villa.
He then joined Preston on a free transfer in 2016.
Robinson, 27, then had a successful three-year spell at the club before moving on to play for Sheffield United in 2019.
In an interview with the Weekend Warm Up last year, Robinson admitted he misses playing for Preston.
He said: “When I went back to Deepdale at the start of this season, it was the first time and it was a bit crazy to be fair.
“I realised, obviously with the two loans I’d had, then signing and playing for three years, I was there for quite a bit and I do miss it.
“Obviously I loved playing for Preston North End.

“I have said it in previous interviews; they took me on at a young age and you see a lot of young players now, where it’s hard for them to get game time.
“But, back then with Simon Grayson and Peter Ridsdale, they gave me my chance to learn my trade and it’s helped me with my career.
“So yeah, I have always got a soft touch for Preston North End, definitely.”
